Bloom the gelatin - In a small bowl, sprinkle the gelatin over the water and let it soak for 5 minutes until absorbed.

Heat the cream mixture - In a saucepan, combine the whole milk, heavy cream, and sugar. Heat over medium heat until the sugar dissolves and the mixture is almost boiling. Do not let it boil. Add the vanilla extract.

Dissolve the gelatin - Add the bloomed gelatin to the hot cream mixture and stir until completely dissolved. Strain the mixture through a fine-mesh sieve for a smooth texture.
Add the strawberries - Blend the fresh strawberries into a smooth puree, then stir the puree into the cream mixture until well combined.

Chill - Pour the panna cotta mixture into serving glasses or ramekins. Refrigerate for at least 4 hours or overnight until set.
Make the strawberry sauce - Cook some of the strawberry puree with sugar over medium heat until thickened and saucy. Let cool completely.
