Combine dry ingredients – In a small saucepan, whisk together the cocoa powder, brown sugar, cornstarch, and salt. Add a few tablespoons of the milk and whisk until smooth.

Add milk and cream – Gradually whisk in the remaining milk and heavy cream. Heat over medium-low heat, stirring frequently, until hot.
